Burtrum man jailed in Benton after chase across three counties

Chad Matthew Bushman, 35, of Burtrum, allegedly led law enforcement across three counties before being caught, tasered and arrested.

The Benton County Sheriff’s Office became involved in the pursuit about 3 a.m. Saturday, Jan. 14. Just prior, the sheriff’s office had received information from an anonymous individual regarding a drunk driver, whose truck was parked at a business on 66th Street Northwest in Rice.

Officers went to investigate and saw the pickup, which was pulling a flatbed trailer, leaving the establishment parking lot to turn on Highway 10, driving through the snow in the road median before heading north.

When law enforcement activated their vehicle’s emergency lights and siren to pullt he vehicle over, the driver accelerated away, weaving across both lanes of traffic. The driver continued west through Rice on Benton County Road 2, crossed over the Mississippi River into Stearns County, then headed north on Stearns County Road 1.

At this time, another Benton County deputy and a Rice police officer joined the pursuit, which continued north into Morrison County, on Morrison County Road 21.

Morrison County deputies deployed spike strips on Morrison County Road 21, at North Prairie. The suspect drove the pickup over the spike strips, deflating two of the truck’s tires. As the suspect’s trailer went over the spike strips, the cord attached to the strips used by the deputies to remove the strips from the roadway was pulled from their hands by the trailer. As a result, the deputies were unable to pull the spike strips off the road for the pursuing squads, causing two Benton County squads and a Rice squad to sustain tire damage.

From North Prairie, Morrison County deputies continued the pursuit to the city of Upsala. At Upsala, two Morrison County deputies performed a Pursuit Intervention Tactic (PIT) maneuver on the vehicle and were able to disable the truck. These two Morrison County squads sustained damage as a result of this PIT maneuver. Once the truck was disabled, the driver was given repeated orders to exit the vehicle, but he refused to comply.

When the driver began reaching into the back seat of the cab, a Morrison County deputy deployed a taser on him.  Bushman was taken into custody and turned over to a Benton County deputy.

Bushman was transported to the Benton County Jail where the Benton County Sheriff’s Office reported he was allegedly found to have a blood alcohol level of 0.13. Bushman was booked into the Benton County Jail for DUI, fleeing a police officer in a motor vehicle and open bottle.

A felony third degree drug possession charge against Marvin Clark, 49, Claremont, was dismissed in Morrison County District Court, Wednesday.

According to the criminal complaint, on Feb. 11, 2016                                                                                                               law enforcement on routine patrol observed a vehicle traveling at an unusually slow rate of speed. The driver appeared to slow even further as the vehicle passed the officer and a female passenger appeared to not be wearing a seat belt.

The officer ran the license plate of the vehicle and found that the registered owner had an active order for protection prohibiting contact with a female party.

The officer instigated a traffic stop, noting that the female passenger appeared to make furtive movements as the suspect vehicle came to a stop, stowing her purse in the back of the vehicle.

The driver, identified as Clark, stated the vehicle was his and that the order for protection was not for this female passenger.

It was found that Clark was on probation, the conditions of which included random searches of his person and vehicle.

In the trunk of the vehicle, officers allegedly found a tennis shoe containing a small baggie of powdery residue and a scale, as well as a can.

The can was found to be a “false can” of the type used to conceal contraband.

It allegedly contained a small baggie of substance which field-tested positive for cocaine, a bag of a substance which field-tested positive for heroin and prescription pills.

The cocaine was measured and found to weigh approximately 3.4 grams. The heroin weighed approximately 2.2 grams.

The pills were identified as Percocet, a Schedule II controlled substance.

Assistant County Attorney Michel Chisum said the charge was dismissed because further investigation needed to be done based on information from a conviction in Oklahoma against Clark.

On Dec. 3, 2016, law enforcement located a vehicle containing four individuals who allegedly pounded on a victim’s vehicle causing damage upwards of $1,000.

By the time the victim had called the authorities, the group had left.

Among the individuals was Edelman who allegedly owned the vehicle they were in, and Moline.

Moline allegedly said he had pounded on the victim’s  driver’s side window and that he had the side mirror broken.

Moline also allegedly said Edelman went behind the vehicle and did damage to the taillights.

When officers conducted a breathalyzer test on Moline, the test came back at .08 blood alcohol content.

According to the criminal complaint, deputies also noticed there were two uncased firearms in the vehicle, one of which was loaded.

Edelman allegedly said both the car and the guns were his and that he knew they were not in cases.

According to the criminal complaint, Edelman also said he had pounded on the victim’s rear driver’s side window, telling the victim to get out.

When officers met with the victim, they saw the left driver’s side mirror was broken, as were the taillights and the passenger’s side window.

The victim later submitted an estimate for the repairs which allegedly exceeded the $1,000 threshold for felony first degree damage to property.

Both Edelman and Moline face up to five years in prison and/or a $10,000 fine if convicted.

Edelman was also charged with a misdemeanor for illegal transport of firearms in a vehicle, while Moline was charged with a misdemeanor for consuming alcohol under the age of 21.

Two found noncompliant during predatory offender registration checks

Law enforcement in Morrison County has completed the annual predatory offender registration (POR) verifications for 62 individuals in Morrison County, not including 43 in Little Falls. Just two were found to be out of compliance.

Steven David Fuchs, 29, and Dan Leroy Ferguson, 25, both have charges pending through the Morrison County attorney’s office for failing to register their current address, which is a felony.

Morrison County Sheriff Shawn Larsen said each year the sheriff’s office organizes a verification check for all predatory offenders who are on the registry and residing within the county, working with local law enforcement.

He said Minnesota only began registering predatory offenders in 1991 and did not assign risk level until 1997. Only those offenders who have been sentenced to prison and who were released after Jan. 1, 1997 have been assigned a risk level. Offenders sentenced to probation, or juvenile offenders, are not assigned a risk level.  Level 1 offenders are those deemed by the Department of Corrections officials as least likely to re-offend, while Level 3 offenders are considered most likely to re-offend.

During the most recent round of checks, Larsen said multiple predatory offenders were checked in Morrison County.

He said 62 predatory offenders were checked by the Morrison County Sheriff’s Office, Pierz Police Department, Motley Police Department and Royalton Police Department.  Of that number, 19 were Level 1 offenders, six were Level 2, one was Level 3 and 36 offenders were not assigned a risk level.

Larsen said 43 predatory offenders were checked by the Little Falls Police Department, which are not part of this breakdown.

Larsen said it is important for law enforcement to keep tabs on the predatory offender registry.

“I feel it is extremely important that these people remain aware that we know who they are and our office will continue to hold them accountable,” Larsen said.
