Kevin Arthur Koering, 54, Brainerd, was charged Feb. 4 with one felony count of third-degree possession of more than three grams of methamphetamine.
According to the criminal complaint, on Feb. 3, law enforcement on routine patrol observed a vehicle passing at a speed clocked at 77 miles per hour in a 65 mile per hour zone.
An officer conducted a traffic stop, observing that the driver took an unusually long time to stop and appeared to make furtive movements while doing so.
The driver of the vehicle was identified as having no valid driver’s license.
The passenger of the vehicle was identified as Koering.
He and the driver gave conflicting statements about where they were going.
A search of the vehicle found a glass pipe containing a white residue.
In the rear of the vehicle was found a black satchel containing multiple baggies of a crystal substance that appeared to be methamphetamine. The total weight of the substance was measured at 4.23 grams.
On Koering’s person was found a baggie containing a white crystal substance that appeared to be methamphetamine, as well as a hypodermic needle.
Koering’s criminal record shows two previous convictions for controlled substance crimes in January 2016.
If convicted, Koering faces between two and 30 years in prison and up to $250,000 in fines.
