St. Cloud man charged with felony domestic assault

Brian Lawrence Haugen, 37, St. Cloud, was charged Monday with one felony count each of domestic assault and interfering with an emergency telephone call.

According to the criminal complaint, on Aug. 21, law enforcement were dispatched to a residence in Little Falls for a possible domestic dispute. Officers arrived on the scene and met with the victim, who allegedly stated at first that nothing had happened other than a verbal argument.

However, the victim allegedly later said that Haugen had assault her.

She stated she has been dating Haugen on and off for several years and that they have a child together.

Haugen was allegedly at the victim’s residence when the two got into an argument because Haugen was seeing another woman.

The victim alleged that Haugen became upset with her and hit her three times in the head with his fist. There were children present and the victim told them to call the police, also grabbing her cellphone to call 911.

Haugen then allegedly knocked the phone out of her hand and left the scene on foot.

The victim also said Haugen allegedly threatened to kill her before the police arrived.

It was found that a no-contact order is in place between Haugen and the victim

Haugen was located leaving the scene and allegedly stated he was aware of the no contact order and that he had violated it, but said the argument was verbal, not a physical confrontation.

Haugen’s criminal record shows previous convictions for violating a no-contact order in 2013 and 2015.

If convicted, Haugen faces up to five years in prison and/or $10,000 in fines for the domestic assault charge and up to one year in jail and/or $3,000 in fines for interfering with an emergency call.
